Bitumen
The binder is the cheapest part of the pavement and the reason it fails.
Paving and industrial grades across the European, Indian, American and Gulf specification families — quoted against the standard the receiving authority actually enforces, and delivered in the format the receiving site can actually handle.
The desk
Four grading systems. One question: which one governs your contract?
Bitumen is graded four different ways depending on where it is being laid, and the systems do not translate cleanly into one another. A 60/70 penetration grade is not a VG-30 and is not a PG 64-22, even where the same barrel could satisfy all three on a good day.
Most disputes on a bitumen cargo start here — a buyer works to one system, the tender document cites another, and the Certificate of Quality reports against a third. We quote against the specification named in your contract, state the test methods on the offer, and put the conformity question to bed before the parcel is fixed rather than after it is discharged.
Where a grade is genuinely marginal against a standard, we say so at enquiry. A binder that meets penetration but fails softening point after ageing is not a pass, and pretending otherwise costs everyone more than declining the trade.
Grade families
What we supply.
Penetration grade bitumen
The reference system across Europe, Africa, the Middle East and much of Asia. Grades are named for the penetration range of a standard needle at 25 °C, in tenths of a millimetre — a lower number is a harder binder.
Two families are in common use and they are not interchangeable. EN 12591 designates grades as a range — 20/30, 30/45, 35/50, 40/60, 50/70, 70/100, 100/150, 160/220, 250/330 — and requires softening point, flash point, solubility, resistance to hardening after RTFOT and, for the softer grades, Fraass breaking point. ASTM D946/D946M covers 40–50, 60–70, 85–100, 120–150 and 200–300, with ductility, flash point, solubility and penetration on residue.
- EN 12591 paving grades
- 20/30, 30/45, 35/50, 40/60, 50/70, 70/100, 100/150, 160/220, 250/330. Hard paving grades to EN 13924 where a stiffer binder is specified.
- ASTM D946 grades
- 40–50, 60–70, 85–100, 120–150, 200–300.
- Common trade designations
- 60/70 and 80/100 remain the volume grades into Africa, South Asia and the Gulf; 40/50 and 30/40 where surface temperatures and axle loads are high.
- Applications
- Hot-mix asphalt for surface and binder courses, road maintenance, and as the base binder for modification, cutbacks and emulsion manufacture.
Viscosity grade bitumen
Grading by absolute viscosity at 60 °C — the temperature a pavement actually reaches in service — rather than by needle penetration at 25 °C. The Indian standard IS 73 is the dominant framework and has largely replaced penetration grading on Indian subcontinent tenders; ASTM D3381 covers the equivalent AC grades.
The advantage is that a viscosity grade constrains the binder at service temperature and after short-term ageing, which penetration alone does not. Where a tender cites VG, we quote VG and report the viscosity, not a penetration equivalent.
- VG-10
- Minimum 800 poise at 60 °C. Cold regions, surface dressing, and feedstock for emulsion manufacture.
- VG-20
- Minimum 1,600 poise. Cold-climate and high-altitude paving.
- VG-30
- Minimum 2,400 poise. The volume grade for general heavy-duty pavement under high traffic.
- VG-40
- Minimum 3,200 poise. Highly stressed areas — intersections, toll plazas, truck parks, container yards.
Performance grade (PG) binder
The Superpave system, specified under AASHTO M320 and ASTM D6373. A PG 64-22 binder is required to perform at an average seven-day maximum pavement temperature of 64 °C and down to a minimum pavement design temperature of −22 °C. The numbers are pavement temperatures, not air temperatures, and not a product recipe.
The same tests are run for every grade; only the test temperatures change. Binder is assessed unaged, after RTFO short-term ageing, and after PAV long-term ageing — dynamic shear rheometry for rutting and fatigue, bending beam rheometry for thermal cracking, rotational viscosity for pumpability. Where a specifier has moved to AASHTO M332 and MSCR grading for traffic level, we quote to that instead.
- Common grades
- PG 64-22, PG 70-22, PG 76-22, PG 82-22 and regional variants, matched to the design temperature band of the project location.
- Test suite
- DSR (unaged, RTFO, PAV), BBR, rotational viscometer, flash point, mass loss on RTFO.
- Where it applies
- North American specifications, Gulf highway authorities and airport work, and increasingly on internationally funded infrastructure tenders.
- What we will not do
- Restate a penetration grade as a PG grade. A PG claim is a test result at named temperatures or it is nothing.
Polymer modified bitumen (PMB)
Base bitumen modified with elastomeric or plastomeric polymer — most commonly SBS — to widen the service temperature range, raise elastic recovery and resist permanent deformation under repeated heavy loading. Specified in Europe under the EN 14023 framework, and in India under IS 15462.
EN 14023 designations carry the penetration range and the minimum softening point: a PMB 45/80-65 is a 45–80 penetration binder with a softening point of at least 65 °C. Elastic recovery and storage stability are the parameters that separate a properly modified binder from a hot-blended one that will separate in the tank, so both are reported.

- PMB 40, PMB 70 and PMB 120 for Indian subcontinent tenders.
- Reported properties
- Penetration, softening point, elastic recovery at 25 °C, force ductility, Fraass breaking point, flash point, storage stability, and change in mass, retained penetration and softening point increase after RTFOT.
- Applications
- High-traffic highways, intersections and bus lanes, airport runways and aprons, bridge decks, stone mastic asphalt and porous asphalt.
Crumb rubber modified bitumen (CRMB)
Bitumen modified with crumb rubber recovered from end-of-life tyres, giving much of the performance benefit of a polymer modified binder while consuming a waste stream. CRMB 50, 55 and 60 are the standard grades, the number denoting the minimum softening point in degrees Celsius.
Two production routes exist and they behave differently in the tank: the wet process, in which rubber is digested into the binder before delivery, and terminal blends, which are formulated for stability in storage. We state which route a parcel came from, because the handling and reheating regime is not the same.

- Why specifiers choose it
- Improved rutting and fatigue resistance against a conventional penetration grade, better low-temperature behaviour, and a reduction in traffic noise on surface courses.
- Circularity
- A recycled-content binder that diverts tyre rubber from landfill and extends resurfacing intervals — see Sustainability.
- Handling
- Requires controlled agitation and temperature; we supply the handling regime with the consignment rather than leaving it to the site.
Cutback bitumen and cationic emulsions
Both reduce viscosity so the binder can be applied without heating to hot-mix temperature. Cutbacks dilute bitumen with a petroleum solvent and are classified by curing speed — rapid, medium and slow curing — under EN 15322 and the ASTM RC / MC / SC designations. Emulsions disperse bitumen in water with an emulsifier and carry no solvent, which is why most authorities now prefer them.
Cationic emulsions are specified under EN 13808, whose designation encodes the chemistry directly: in C60B4, C is cationic, 60 is the binder content in percent, B is bitumen, and 4 is the breaking class. A P in the code indicates polymer modification, an F a flux addition. Getting the breaking class right for the ambient temperature and aggregate is the difference between a tack coat that holds and one that is still wet when the paver arrives.
- Cutback grades
- RC, MC and SC families to ASTM D2026 / D2027 / D2028, and fluxed and cutback binders to EN 15322.
- Emulsion designations
- C60B4, C65B3, C69B3 and equivalents to EN 13808, including polymer-modified grades.
- Applications
- Prime coats, tack coats, fog seals, surface dressing and chip seal, slurry seal and microsurfacing, cold-mix and patching.
- Note on solvent
- Several jurisdictions restrict cutback use on environmental grounds. Where that applies to your destination we will tell you and quote an emulsion instead.
Oxidised (blown) and industrial grades
Air is blown through hot bitumen to raise the softening point and reduce temperature susceptibility, producing a binder that stays in place on a vertical surface and through a hot summer. These are industrial rather than paving products and are specified under EN 13304 and EN 13305.
The designation reads softening point first, penetration second — R 85/25 is a binder with a softening point around 85 °C and penetration around 25. Buyers occasionally read it the other way round and order a product that will not do the job, so we confirm the intended application on every enquiry.
- Soft grades
- R 75/30, R 85/25, R 85/40, R 90/40, R 95/25 — roofing felt and shingle saturation, damp-proof membranes.
- Medium and hard grades
- R 90/15, R 105/15, R 105/35, R 110/15, R 115/15, R 150/5 — pipe coating, industrial flooring, mastics, sound damping, electrical and adhesive compounds.
- Most-specified grade
- R 85/25 accounts for the majority of roofing-sector demand.
- Supply form
- Drums, meltable polybags and jumbo bags; bulk where the receiving plant has heated storage.
How to specify
Five lines get you a firm offer.
Most bitumen enquiries arrive with the grade and the tonnage and nothing else, which means a second round of questions before anyone can price anything. These five lines let a trader come back with a number.
Grade and governing standard
Not just "60/70" — 60/70 to EN 12591 or to ASTM D946. Where a tender document governs, send the specification clause and we will work to it.
Quantity and delivery basis
Tonnes, and whether FOB, CIF, CFR or delivered. Bulk parcels and packed cargo price very differently per tonne.
Discharge port and receiving facility
Whether the site has heated storage, a decanting facility, or neither. This decides bulk versus bitutainer versus drum more often than price does.
Climate and traffic at the project
Design temperature range and axle loading. For a PG grade this determines the grade itself; for penetration and VG grades it tells us whether the grade you asked for is the grade you need.
Timing and documentary requirement
Laycan or delivery window, and any inspection, certificate of origin or legalisation requirement in the destination.

Quality
Tested by someone with no interest in the outcome.
Every consignment is offered against a Certificate of Quality reporting the parameters of the governing standard, and inspection is by an independent agency appointed for the cargo — SGS, Bureau Veritas or Intertek — not by the supplier and not by us.
That distinction matters more in bitumen than in most products. A binder can be reheated, cut, and re-blended between the refinery gate and the discharge port, and the only defence a buyer has is a sample drawn under independent supervision at a point both sides agreed in advance. We name the sampling point and the quality determination point in the contract, before the cargo moves.

- Penetration at 25 °C, softening point (ring and ball), absolute and kinematic viscosity, ductility, flash point, solubility in trichloroethylene, specific gravity, and loss on heating with retained penetration after RTFOT.
- Grade-specific testing
- Elastic recovery, force ductility, Fraass breaking point and storage stability for modified grades; DSR, BBR and PAV ageing for performance grades; residue, breaking value and sieve residue for emulsions.
- Documentation per consignment
- Certificate of Quality, Certificate of Origin, Safety Data Sheet under REACH / CLP or GHS in the destination language, packing list, and independent inspection report where appointed.
- Transport classification
- Hot bitumen carries elevated-temperature handling requirements; stowage, segregation and documentation follow IMDG and the applicable national rules.
Packaging and delivery
The format follows the receiving site.
Packing is a technical decision, not a preference. A site with no heated storage cannot take a bulk parcel however well it is priced, and a drummed cargo into a plant with tank capacity wastes money on steel.

What we will tell you before you ask.
- Where the grade is wrong for the job
- If the design temperature and traffic at your project do not support the grade in the enquiry, we will say so and quote what does. Selling the wrong binder into a highway is a short relationship.
- Where an origin cannot be cleared
- Origin is screened per consignment before we quote, not after. Where it cannot be cleared, we decline rather than structure around it — see Compliance.
- Where a standard restricts the product
- Cutback restrictions, elevated-temperature transport rules and destination import requirements are raised at enquiry stage, not discovered at the port.
- What a specification sheet does not prove
- A typicals sheet is marketing. A Certificate of Quality against the governing standard, from an independent laboratory, on the parcel you are buying, is evidence. We offer the second.
